FOR THE REGULAR VILLAGE BOARD MEETING
OF THE PRESIDENT AND THE BOARD OF TRUSTEES
OF THE VILLAGE OF ORLAND HILLS, ILLINOIS
FOR MAY 5, 2010
President Hastings called the meeting to order at 8:04 p.m.
Clerk Burke called the roll with the following results. Present: President Kyle R. Hastings, Clerk Burke, Trustees: Roti, Janachowski, Hanley, Morrison (8:06), and Gnech, Administrator Daly, Attorney Liz Shine, Recreation Director Bilina, Building Commissioner Ennesser, Public Works Director Worley, Chief Scully, Deputy Chief Blaha. Absent: Trustee O'Neill, ESDA Director Leddin.
With a quorum having been established, a salute to the flag was proffered.

Mayor Hastings read into the record Proclamation # 2010-1022, Public Works Week.
Clerk’s Report: Clerk BurkeClerk Burke requested support of a motion to approve the minutes of the Regular Village Board Meeting of the Village President and the Board of Trustees for April 21, 2010, as presented. Motion made by Trustee Janachowski, seconded by Trustee Morrison. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED.Administrator’s Report: John A. Daly.
Administrator Daly requested support of a motion to approve the hiring of various personnel as Part-Time Summer Help – Public Works and Recreation Departments at the starting rate of pay as listed in the Village Administrator’s Hiring Memo, dated May 5, 2010, effective with the successful completion of background clearance, as presented. Motion made by Trustee Morrison, seconded by Trustee Janachowski. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED. Administrator Daly requested support of a motion to approve and authorization to execute documents with the Illinois Department of Commerce and Economic Opportunity for Grant funding of $37,500.00, for Project SD100026, as presented. Motion made by Trustee Roti, seconded by Trustee Janachowski. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED. Administrator Daly requested support of a motion to approve and authorization to execute documents with Kingston Tile Co. LTD of Midlothian for Village Complex Flooring Removal and Replacement, as presented. Motion made by Trustee Janachowski, seconded by Trustee Morrison. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED. Administrator Daly requested support of a motion to approve and authorization to execute documents with Sullivan Electrical Contractors of Oak Forest for Village Complex Bypass Power Generator System, as presented. Motion made by Trustee Morrison, seconded by Trustee Janachowski. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED. Administrator Daly requested support of a motion to approve and authorization to execute documents with Alliance Glass & Metal Inc of Romeoville for Village Complex Front Entrance Rehabilitation, as presented. Motion made by Trustee Morrison, seconded by Trustee Roti. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. Trustee Roti moved, seconded by Trustee Morrison to approve Warrant #10-11-01; being all regular bill payments for this period, which report is titled as “Miscellaneous Accounts Payable,” and which report is dated May 5, 2010, in the amount of $108,757.62. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED.Developmental, Planning & Zoning: Trustee Gnech - No report at this time.
Police & Fire: Trustee Hanley.
Trustee Hanley moved, seconded by Trustee Janachowski to approve Ordinance # 2010-003, regulating dangerous and vicious dogs, as presented. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED.Public Works: Trustee Hanley - No report at this time.
Youth, Education and Recreation: Trustee Morrison.
Trustee Morrison announced the activities that are upcoming in the department.
Economic Development/ Environmental Committee: Trustee Gnech - No report at this time. Audience Comments: None. Old Business: Mayor Hastings commented about the Wolves Parade, kicking of their new season; and thanked the personnel who helped to make it another success. Mayor Hastings reflected on the successful Annual Business Luncheon held on May 3rd. He said that special thanks goes to Karen Klukis, whose coordination and planning efforts, as well as, her innovative idea for a speaker made the event so enjoyable for the businesses.
