FOR THE REGULAR VILLAGE BOARD MEETING
OF THE PRESIDENT AND THE BOARD OF TRUSTEES
OF THE VILLAGE OF ORLAND HILLS, ILLINOIS
FOR JANUARY 20, 2010
(held at the Community Center, located at 16553 S. Haven Avenue)
President Hastings called the meeting to order at 8:06 p.m.
Clerk Burke called the roll with the following results. Present: President Kyle R. Hastings, Clerk Burke, Trustees: Roti, Janachowski, Hanley, Morrison and Gnech, Administrator Daly, Attorney Amy Zale, Recreation Director Bilina, Building Commissioner Ennesser, Chief Scully and Deputy Chief Blaha. Absent: Trustee O'Neill, Public Works Director Worley and ESDA Director Leddin.
With a quorum having been established, a salute to the flag was proffered.
President’s Report: President Hastings.
Mayor Hastings read aloud Resolution # 2010-1004, Supporting South Suburban PADS. Trustee Janachowski moved, seconded by Trustee Roti to approve, as presented. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED.Mayor Hastings read into the record Proclamation # 2010-1005, Gwedolyn Davis Week. Mayor Hastings presented Gwen Davis with the Proclamation and thanked her for her twenty years of service to Georgios Hotel and Conference Center.
Mayor Hastings read into the record Proclamation # 2010-1007, South Suburban PADS Awareness Month.
Mayor Hastings introduced the Chairman of the Veterans Commission, Mike Hastings. Mike Hastings reported on the success of the Veterans Commission’s effort to collect supplies for the Troops. He stated that in less than one month they were able to collect over 600 lbs of goods and shipped them out this morning. He thanked all who donated and all who assited in the process.
Mayor Hastings also mentioned that Mike Hastings was elected to the Board at High School Dist. #230, which is a first for Orland Hills. Mike reported on the new “Turf Grass” program that is now planned for the district schools including Andrew and Sandburg.
Mayor Hastings read into the record Proclamation # 2010-1006, Wolves Cheerleading Champions / All Conference Football Players Week. Mayor Hastings introduced the President of the Wolves organization Dave Vogt, and presented him with the Proclamation. Mr. Vogt decribed the efforts and awards received by the children. He then introduced the Coaches. The Wolves cheerleaders then performed some routines for the Board.
Trustee Morrison made a motion, seconded by Trustee Roti, to recess for fifteen minutes at 8:42 PM. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED.
Trustee Roti made a motion, seconded by Trustee Janachowski, to return to the regular order of business at 9:06 PM. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED.
Clerk’s Report: Clerk BurkeClerk Burke requested support of a motion to approve the minutes of the Regular Village Board Meeting of the Village President and the Board of Trustees for January 6, 2010, as presented. Motion made by Trustee Morrison, seconded by Trustee Roti. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED.Administrator’s Report: John A. Daly.
Administrator Daly requested support of a motion to approve Ordinance # 2010-001, establishing cable & video service provider fees, as presented. Motion made by Trustee Morrison, seconded by Trustee Janachowski. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED.Attorney’s Report: Attorney Amy Zale - No report at this time.

Trustee Morrison moved, seconded by Trustee Hanley to approve Warrant #09-10-36; being all regular bill payments for this period, which report is titled as “Miscellaneous Accounts Payable,” and which report is dated January 20, 2010, in the amount of $142,129.84. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED.Developmental, Planning & Zoning: Trustee Gnech - No report at this time.

Youth, Education and Recreation: Trustee Morrison.
Trustee Morrison moved, seconded by Trustee Janachowski to approve Wolves Youth Baseball / Softball Association’s usage of facility request, as presented. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED. Trustee Morrison moved, seconded by Trustee Hanley to approve the waiver of fees associated with the Wolves Youth Baseball / Softball Association’s usage of facility request, as presented. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED. Trustee Morrison moved, seconded by Trustee Roti to approve program instructor / supervisor agreements, as presented. Ayes: Trustees: Roti, Janachowski, Hanley, Morrison and Gnech. Nays: None. Absent: O’Neill. MOTION CARRIED.Trustee Morrison announced the program activities.
