FOR THE REGULAR VILLAGE BOARD MEETING
OF THE PRESIDENT AND THE BOARD OF TRUSTEES
OF THE VILLAGE OF ORLAND HILLS, ILLINOIS
FOR DECEMBER 16, 2009
President Hastings called the meeting to order at 8:04 p.m.
Deputy Clerk Klukis called the roll with the following results. Present: President Kyle R. Hastings, Deputy Clerk Klukis, Trustees: O'Neill, Roti, Janachowski, Hanley, Morrison, Administrator Daly, Attorney Zale, Recreation Director Bilina, Public Works Director Worley, Chief Scully and Deputy Chief Blaha. Absent: Clerk Burke, Trustee Gnech, Building Commissioner Ennesser and ESDA Director Leddin.
With a quorum having been established, a salute to the flag was proffered.

Motion made by Trustee Morrison, seconded by Trustee Janachowski. Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley and Morrison. Nays: None. Absent: Gnech. MOTION CARRIED. Deputy Clerk Klukis requested support of a motion to approve the minutes of the Regular Village Board Meeting of the Village President and the Board of Trustees for December 2, 2009, as presented. Motion made by Trustee Roti, seconded by Trustee O’Neill. Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley and Morrison. Nays: None. Absent: Gnech. MOTION CARRIED.Administrator’s Report: John A. Administrator Daly requested support of a motion to approve the hiring of Gabriel Alvarado as Full-Time Maintenance Worker 2, at the starting rate of pay of $21.27 per hour, subject to the successful completion of pre-employment testing and position prerequisites. Motion made by Trustee Hanley, seconded by Trustee Janachowski. Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley and Morrison. Nays: None. Absent: Gnech. MOTION CARRIED.
Administrator Daly requested support of a motion to approve the hiring of Bruce DeBauche as Part-Time Public Works Snowplower at the starting rate of pay of $15.00 per hour, subject to the successful completion of pre-employment testing and position prerequisites. Motion made by Trustee Hanley, seconded by Trustee O’Neill. Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley and Morrison. Nays: None. Absent: Gnech. MOTION CARRIED.
Administrator Daly requested support of a motion to approve the hiring of MaryPat Pawlowski as Part-Time Police Officer, at the starting rate of pay of $14.00 per hour, subject to the successful completion of pre-employment testing and position prerequisites. Motion made by Trustee Hanley, seconded by Trustee Roti. Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley and Morrison. Nays: None. Absent: Gnech. MOTION CARRIED.
Administrator Daly requested support of a motion to approve the hiring of Erin M. Finn, Ronald W. Blaha, and Shawn K. Creighton as Part-Time Community Service Officers, at the starting rate of pay of $8.25 per hour, subject to the successful completion of pre-employment testing and position prerequisites. Motion made by Trustee Hanley, seconded by Trustee Janachowski. Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley and Morrison. Nays: None. Absent: Gnech. MOTION CARRIED.
Deputy Clerk Klukis administered the oath of office to the newly hired Part-Time Police Officer and Part-Time Community Service Officers.

Trustee O’Neill moved, seconded by Trustee Roti to approve Warrant #09-10-32; being all regular bill payments for this period, which report is titled as “Miscellaneous Accounts Payable,” and which report is dated December 16, 2009, in the amount of $219,715.23. Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley and Morrison. Nays: None. Absent: Gnech. MOTION CARRIED.Developmental, Planning & Zoning: Trustee Janachowski - No report at this time.

Youth, Education and Recreation: Trustee Morrison.
Trustee Morrison moved, seconded by Trustee Roti to approve the Recreation Fees and Indoor Usage Fees for 2010, as presented. Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley and Morrison. Nays: None. Absent: Gnech. MOTION CARRIED. Trustee Morrison moved, seconded by Trustee Roti to approve and authorize the execution of documents, with Mad Bomber Fireworks Productions of Elgin, for the 11th Annual Independence Day Celebration on June 26, 2010, as presented. Ayes: Trustees: O’Neill, Roti, Janachowski, Hanley and Morrison. Nays: None. Absent: Gnech. MOTION CARRIED.Trustee Morrison announced the current Christmas program activities.
