MINUTES
FOR THE PUBLIC HEARING
OF THE PRESIDENT AND THE BOARD OF TRUSTEES
OF THE VILLAGE OF ORLAND HILLS, ILLINOIS
FOR DECEMBER 2, 2009
Administrator Daly called the hearing to order at 7:33 p.m. Clerk Burke called the roll with the following results. Present: Clerk Burke, Trustees: O'Neill, Roti, Janachowski, and Administrator Daly. Absent: President Hastings, Trustees Hanley, Morrison, Gnech. Others present were Building Commissioner Ennesser and Police Chief Thomas G. Scully. Administrator Daly announced that the purpose of the hearing was to provide public input to the Annual Tax Levy Ordinance being considered by the Village Board at the Regular Board Meeting, later this evening. Administrator Daly explained that the Ordinance had been on file in the Clerk's Office since November 12, 2009. He further explained that proper legal notice had been published in the Daily Southtown/Star newspaper on October 11, 2009. He then explained that the Tax Levy determination was made on October 13, 2009 and that the Finance Committee reviewed the appropriations and approved recommendation, thereof, on November 10, 2009, at the regular monthly Committee Meeting. Administrator Daly then explained that the amount proposed to be levied is 4.46% greater than the prior year; however, it is estimated to create a slight increase in the rate of 1.0%. Mr. Daly stated that no public hearing is required by state law, however, it has been the practice, since 1993, by the Kyle Hastings Administration to hold such public hearings, in order to affect openness and honesty in the Village Government. Administrator Daly asked for input from the Village Board, and none was offered. Administrator Daly asked for input from the Public at 7:36 PM and none was offered. There being no further business, Administrator Daly requested support of a motion to adjourn the hearing at 7:45pm. Motion by Trustee O'Neill, Seconded by Trustee Roti.
